Ark mods not downloading

In steam, do the following: in the top drop down menus go to "View" then click "Settings". The settings window will open, there click the tab "Downloads". At the bottom you should have a checkbox named "Allow downloads during gameplay" which needs to be checked for ark (and other games) to be able to download mods e.t.c. while the game is running.
